Flag Football Rules and Responsibilities
The flag football league was designed to provide players with a chance to learn the fundamentals of the game of football. We believe our league rules promote healthy, fair and balanced play for all players. It is the hope of the CYFL that all players will come to enjoy the game of football and learn the basics. After playing flag football, kids should love the game and have an understanding of the general concepts. Our flag league should be instructional and not competitive. We do not keep score on or off the field. There are no standings, wins or losses. Your goal each game is not to out score the other team but to teach each player the game of football.
What not to do as a flag football coach or parent:
Do not talk about what the score of the game was or who even won or lost. We do not keep score. Do not talk about who has the best record or who is undefeated. We do not keep score so we have no standings.
What to do as a flag football coach or parent:
Instruct every player equally regardless of their ability. Give each player a chance to play both defense and offense and let every player carry the ball several times during the season and to move the players around to the different positions on the field both offensively and defensively. Teach fundamentals rather than trying to run complicated plays.
Rules will be based on IHSAA rules with the following modifications.
8-9 players on the field per team. One coach will be allowed on the field for each team. There is no weight limit for a player to carry the ball. Fumbles are automatically ruled dead at spot of fumble. Offense retains possession of the ball unless it was fourth down. Interceptions may be returned. A ball carrier is considered down when his flag comes off for any reason. (Ref call) Offense must have 5 players on the line of scrimmage. Offense blocking, hands open, and elbows in. Only ends and backs may catch a pass. Quarterback must take snap from under center. (No shotgun) Defense may have only 4 players on the line. Players must be lined up head to head (no gaps) with offensive players and no player shall be over center (this helps get the snap off without fumble). In a goal line situation (5 yard line) 5 players may be on the defensive line, the 5th player must be over center. Defensive and offensive line players must be in a 3 or 4 point stance. No blitzing The kick off at the start of both halves and after a touchdown will be from the 50 yard line. There are no turnovers on the kickoff. If the game is running late, the official may decide not to have a kick off and will start from the 50 yard line. After touchdown, the ball will be placed on the two yard line for an extra attempt. Games are approx. 55min long. Referee controls game clock. Every parents/guardians wish to place players on the same team as a friend/neighbor for ride purposes will be attempted, but no guarantee will be made. The only guarantee will be brothers. (Same as the Jr.& Sr. tackle leagues). Team captains for the coin toss must be rotated from the roster through out the year. Kickers must be rotated from the roster for the start of each half and after each touchdown. Each team will have one head coach and a maximum of three assistants on the sideline. During the game, each team must stay between the 50 & 25 yard lines on their side of the field designated by Home and Guest on the scoreboard. No video taping from the press box. (No Exceptions) No video taping of games that your child is not playing in. No use of two way radios, phones or any other electronic devices by coaches or assistants during the game. Open coaching positions. If two or more teams have an open coaching position in the same league, once approved, the coachs name will be drawn from the hat for which team they will receive to coach. (no team appointment or team of their wish) Exception will be if a returning assistant to the open team wishes to take over the prior years team and has been approved by the league, they will stay with that team.
Practice Rules
Practice can last no longer than two hours. All practices must be at a site approved by the CYFL. (Castle Elem School Only) The Castle Elementary school has been generous for the use of their land. Everyone should help keep the trash picked up after each practice. Flag coaches can only have their players three days per week. (Game included). The week starts on Sunday and ends on Saturday. Non practice events (pictures and equipment hand out) do not count as a practice. No practice on Fridays if Castle High School has a varsity game. Three or more players from the same team with a head coach or an assistant coach during the CYFL season (Season starts after camp) will be deemed a practice for that team.
Weather
Games are played in all weather conditions except for lightning. Show up for your scheduled game time. Game time may be canceled or postponed for awhile. Practices are at the coachs discretion. (Except for lightning) Check with your coach.
Responsibilities
1st two teams of the day should show up a little early to help set up the field for play. Home team for each game provides one parent for the press box and two parents in the first two games of the day and three parents for the remainder of the days game for the concession. The third parent is to run the grill. A cheer parent may be one. Visiting team provides one parent to work the press box and three parents to work the chains. Games may be delayed until all positions are filled.
Pets
No pets allowed of any type. You will be asked to remove them from Amax field.

Jr & Sr Tackle and Cheerleading Rules and Responsibilities
Practice Rules
Practice can last no longer than 2 hours. All practices must be at a site specified by the league. (Current: Castle Elementary ONLY) No practice on Fridays if Castle High School has a varsity game. Flag coaches can only have their players three times per week (game included). Tackle coaches can only have their players four times per week (game included). The week starts on Sunday and ends on Saturday. Picture day, weigh in, equipment handout or other non practices do not count as practice. Three or more players from the same team with a head coach or an assistant coach during the CYFL season (season starts after camp) will be deemed a practice for that team. Rules are based on IHSAA standards with the following exceptions
A standard 4-4 defense must be played at all times except in goal line situations (inside the 5 yard line) with a 5-3 being allowed at this time. No blitzing on defense. Coaches will get more detailed info. Offense must have two backs (in the tackle box) and at least one tight end at all times. No shifts or motion and no shotgun formations are allowed. Coaches will get more detailed info. Each player must have a starting position and must at least play that position during the entire game, including overtime. If the player is not playing both ways, then he may not be substituted for at that position. A players position may move from side to side (right vs left, weak vs strong, short vs wide). Coaches may deduct reasonable playing time from a player for breaking team rules, if he first gives the League Commissioner and discusses with players parent or guardian, a copy of his team rules outlining the punishments. He must execute punishments evenly between players for same offences. No special treatment to individual players. Each team will have one head coach and a maximum of three assistants on the sidelines Between possessions, the clock will start running when the ball is ready for play. This will not occur during the final 4:00 minutes of each half. During the final 4:00 minutes of each half, the clock will start after the change of possession only when the ball is snapped. During the game, each team must stay between the 50 & 25 yard lines on their side of the field designated by Home and Guest on the scoreboard. In senior tackle on offense, the coach may be on the opposing area between the 25 & goal line with one player to run in plays. Junior tackle may have one coach on the field at a time. After the offense reaches the line of scrimmage, neither coach can give instructions, except the offensive coach may get them into the formation called in the huddle. Sideline coaches are free to communicate to players at all times. The first infraction will result in a warning from the official. Any subsequent infractions will result in stoppage of play and a 5 yard penalty. Junior tackle punting. Offense has the option to have a live or dead punt. Dead punt meaning neither the offense or defense moves until the ball leaves the punters foot. Receiving team has the option to have a live or dead return. Dead return meaning nobody moves and the ball is placed for play where the ball first hits the ground after leaving the punters foot. Offense must execute a snap and the punter must release the ball were a punt would normally be released, 5-7 yards behind the center. * Junior Tackle can elect to kick a dead extra point for 2 points. If any fumble, the extra point is no good. During overtime, the south side of the field is cleared from the 25 to the end zone. The guest team will occupy this side. Overtime will run according to IHSAA rules with alternating possessions from the 10. A coin toss called by the visiting team will decide who will have choice of going first or second with the choice alternating each overtime. No video taping of games that your team is not playing in. No video taping from the press box. (NO EXCEPTIONS). No video or picture taking from the ends of the playing field. (Goal post area). No use of two way radios, phones, or any other electronic devices by coaches or assistant coaches during the games. Any issues of unsportsmanlike conduct will be handled by the game officials on the field and then addressed by the coach. After the game has concluded, if the actions warrant, the league commissioner will hand out punishments as he sees fit.
Weight Limits
Weight limits will be set by the CYFL officials and will be addressed prior to each season. Present limits (2009) Senior Tackle 120lbs, Junior Tackle 95 lbs. The timing of weigh-ins will be determined by the CYFL officials prior to each season. Weigh in will be monitored by a league official who does not have a child playing in that specific league. Players exceeding the limits will have a black stripe on the front and back of their helmet. Players exceeding the weight limit if playing offense must play on the line. On defense the player must play on the line or not further than three yards off as a linebacker. If a player is over the weight limit, he may not advance the ball. If he comes into possession of the ball, the play is stopped and his team retains possession. Weight limits will be monitored by league officials who dont have a child playing in that specific league.
Playoffs
Seeding will be based on records. Tie breaker is head to head play. Second tie breaker will consist of points allowed with the team that has given up the least number of points during the season receiving the better seed. If there is still a tie, then a coin toss by the League Commissioner with the tied teams will decide positions. Playoff schedule will be provided by the League Commissioner and will be a normal schedule with higher seeds playing lower seeds. The top two teams will be in separate brackets.
General Rule
Any coaches (head or assistant) found to be breaking league rules will be approached by the league Commissioner. If a problem is not resolved or it is felt that the coach should receive some form of punishment, then the three league board members will meet to decide on that punishment. Some practice violation rules are in writing from the minutes. Open coaching positions. If two or more teams have an open coaching position in the same league, once approved by the board, the coachs name will be drawn from the hat. (No team appointment or team of his choosing). Exception will be an assistant coach from the prior years team wishing to move to the head coaching position once board approval. The coach will stay with that team.
Cheerleading
One practice per week as a group. If the cheer mom/dad would like, they can schedule one extra practice each week as a team. No punishments for missed practices. All practices must be at a site specified by the league.
